Flash Ad Over JW Player Video

Hi, I am a newbie to web development. I tried to research on this but I’m out of luck.

Anybody knows how to implement this flash Ad over web video. The ad automatically shows up when the page loads, when the video is paused, stopped or finished. the ads show up in random.

I attached a sample shot.
