Div shift with negative margin in Safari and IE

[url]http://69.163.154.68/[/url]
I have this div called #index-left that I had to push up with a negative margin of -110px to cover the default header on my site’s homepage. But it pushes WAY up in Safari, IE, etc. It displays fine in FF and IE8. Can you see it? Is there another way around this? Thank you!

@lvwdMay 20.2011 — I usually have to use different specs for each browser in css. If you google cross browser css there are a lot of different examples on how to call out for each browser.
