Please give a tip on advanced mockup software !

Hello. We need info and tip to find a software, browser plugin, webservice or what ever, that can add comments to webpages directly in the browser ?

What we need is a way to browse finished front-end html pages and add comments for php and database developer regarding functionallity, so that for example we add a red dot with a number to areas and objects on front-end webpages, and when developer browse them, clicks button, get dialogs etc, he can read comments and functionallity descriptions if he clicks the red dots.

Is this possible to realise ? We don’t want an ordinary mockup software that do screenshots. This is not good and will mean alot of extra work. We need software that either goes into the html code and adds code, or, that just put a “layer” over the page and remember what dots and comments should be over which url. This way developer could open the urls in this special software, and the “layer” of dots and comments would be over the page.

Someone have any idea of this kind of software ?
