What language and programs do I need?

Hey I’m starting up a donation based podcast and wanted to design a site from scratch. I figured out on paper what I want but I’m not sure what languages and programs I should use to design and code it.

Here’s an example of what I want:

… although I want an adjustable amount of moons, the script to pause on mouseover and I want them clickable with links. I’ll be providing alternative mobile and noscript link navigation.

Anyone have any tips?
