load web page from local device

Hi all,

I have some PC’s which I have total control over and connect to a web server to display dynamic information from a database.

There are occasions when the web server is unavailable for reasons I will not go in to here. When the web server does become unavailable is it possible to redirect the script running in the local PC browsers to load a web page from the PC’s local drive and have that local web page wait until the web server is available.
