Hi !!, I am a newbie, I just want to ask, is it possible for me to make a website like Rapidshare, ziddu or 4shared using only PHP and MySQL ?????????? ???????

Yes.

PS: You will, of course, need HTML/CSS, you may want to use some JavaScript for certain browser-side enhancements, and you may want to fiddle with Apache (or other web-server) settings/options.
