It allows users to upload stuff into folders and then they can view/delete/download as well as change permissions, etc. Instead of writing the whole thing from scratch, consider searching for an open source/freeware PHP/MySQL file manager script.
If you want to do it on your own, studying how these scripts works is the best education available. Beyond all this, if you need SPECIFIC help on coding, try it first, then if you get stuck post example code and we'll help you troubleshoot.
