Or, if you want to know only the answer to a general question like "Why IE does this and doesn't that?", as the question is rhetorical, probably the only sane answer could be "That's why!" or "That's that!". Ask Microsoft ? IE has a poor debugger because they were not able to create a competitive one. That is why ?
