Designing buttons with variable captions

I have a website where all the links are via form buttons.

However search engines apparently do not follow such links and the site is not fully searchable.

I can design buttons (as jpg or gif files) and use ordinary hyperlinks. However this would involve creating a file for every link (over 160 in all). I would like to design my own button as the image for the hyperlinks, but with the facility to add the caption appearing on the button at the coding stage. Can anyone suggest how I could do this.
