Java scroller changed via content management system? Such a thing?

Is there a program out there that can allow a person to update and maintain a javascript text scroll via a web browser?

I want to maintain a text scroller via a small content management area from my browser. Add and change the text messages that scroll on my site without going into the html and changing the code. I want to change the scroller with a content management system.

Any ideas?

I want a stand alone system to manage just the java script scroller. Does anyone know if there is anything out there like this?
