lock temporarily ip address

Hi Webdeveloper-Community,

I wanna put a link on my website. If a user clicks on that link I wanna log that.

Log file: date, time, ip address

If the user clicks that link again after 10 seconds it shouldn’t be logged. I wanna lock this ip address temporarily for 60 seconds. After 60 seconds this ip address will be logged, if the user clicks again that link.

How I can manage that?
