CSS integrated drop down menu

what is the best option? I want to have a drop down menu like this one below…

But my only thing is I want to have nice, visual buttons.. Is css the best answer or are the other routes better?

I’m going to use the dropdown menu for my church’s website they are letting me build..

Css would be nice but you will to go through lots of ordeal to do this, better to use a library in javascript, but if you have dreamwever, the dropdown autocreate there is easy to use if it is just a single layer. If you need more assistance Im willing to help for charities ?
