What is this text interface that I’m typing into right now which allows smilies, text editing, etc…??

Is this hard coded into the forum or can you purchase something like this to be used on websites?

If you're looking for a relatively easy to implement, imo, free open source wysiwyg editor into a website, maybe have a look at tinyMCE
