inserting named anchor in head

Is it wrong to insert a named anchor in head area i.e.

<a name=”topofpage” id=”topofpage”></a>

</head>

code works for me

but validation says error

@CharlesJun 28.2010 — It's immoral, unethical and invalid and quite possibly fattening. Use instead:&lt;body id="topofpage"&gt;
