first off, refer quickly to my site here, which is the example that uses frames, which is what this thread is about and notice the frames layout.

I know a lot people will be angry with me, but how else, besides using frames, do you get a 1. static, non-scrolling header, 2. main, scrolling content, and 3. static, non-scrolling footer, without using frames???? (such as that which is shown in my site)
Div???? Never seen how that could work with divs.
Would appreciate anyone who could shed light on an alternative way to achieve the same goal.
