HTML forms in new windows

Hello,

How do we keep on open the link(here it is HTML Form) in new window.
I tried the target=”_blank”. At first time when i click the link, it opens the HTML form in the new window, but if i click the link next time, the same HTML form(already opened) got refreshed. Is it any way to open the HTML forms in different windows whenever i click the link.

where test.htm is the html file containing the form.
