Restricted page Windows 7

I am trying to run a HTML page from a local drive using javascript. I get the restricted page message and I have to allow blocked content. How can I get this page to run unrestricted?

Or run any other modern browser, which do not need to (and cannot) take over the computer to run on a local drive.

Thanks mrhoo,

It worked fine and solved my problem. I do not understand the (Think hard)...sounds ominous. My problem is I do not have a server and need to test and develop scripts. Any thoughts?
