Padding in my DIV pushes content out

Hi,

Im trying to get back into coding again been a while so bare with me.

My padding is not going in but pushing out can anyone help?
I need 20px inside the div.

#footer {
padding: 20px;
width: 950px;
height: 110px;
bottom: 0;
position: absolute;
background-color:#FFF;
}
