premium sms with php API

Looking for a premium rate SMS service in the UK that will allow me to receive messages passed to my php enabled web page, and send outgoing messages using premium rate service.

Anyone reccomend a supplier?

(e.g. end user sends a keyword to me by sms text, the keyword is sent to my url in POST or GET, I process the keyword and can reply using POST/GET or XML whatever from PHP script and user charged £1.50 or whatever for the response)
