why does url bar add extra characters

Hi

Im sorry if this is in the wrong place, I wasnt sure where to put it.

Why is it that when you add some text in the url bar, it removes some characters (such as // and +) and replaces them with a % and some nunber??? if anyone knows why, or if you know a good link, I would be grateful if you wold post it on this thread.
