Pay Per Click Notice?

If you run Google Adsense on your site, it specifically says in Google’s TOU not to “promote” or offer incentives for people to click the ads. However, I have seen sites that have a “Why We Must Show Ads” page, and I’m thinking of doing one for my site. Would it be acceptable to mention something to the effect of “we must show pop-ups and pay per click ads because etc.” and not tick Google off? Or should you not acknowledge the Google ads at all?
