Reading from DB with ciryllic encoded fields

Hey there I`m using PHPIzabi script,but have strange problem with the blog search function.The scirpt is translated in Bulgarian language and works OK for most of the functions BUT when I try to make a blog search the results are shown with strange symbol (non encoded) and when I click on the blog to read it all it`s OK.The system uses Smarty template system and everywhere to show the blog info it uses {blog.body} tag without any special encoding attrubutes so I can`t explain to myself why on one place it is encoded and on the other not 🙁
Oh I forgot to mention that the DB fields for blog info use cp-1251 encoding and the whole site is utf-8(tried to change them but the problem isn`t here)
