server site mailing

I want to send the mails by server without using users browser.Mail Should be sent when administrator click on start.When administrator is logged out ,the mail sending should not be stopped even when administrator closes the browser. how can i do it? please can you help me?.The email id taken from database one by one.and another problem is in one minute only 2 mails should be sent
