Banner Rotator Question

Is there a sequence banner rotators on refresh script that can controlled by a external file like XML? I will have tons of pages on my site, but using Flash & XML the customer says that they can keep track of the clicks or stats. So I decided to try to add a banner rotators script into a Iframes which are fine until dealing with the variety of browsers. I looking to edit just the external file to update all of my pages. Or is it a way to just track clicks from Flash Rotators?
