How to give page descriptions to file from my server?

I am making a file sharing system and was wondering instead of just showing a link to a file, it will direct to a page first to show a description then download. how can i make this idea in php?

Or do you want to avoid hotlinking or do an "accept terms" type thing to go along with it?

There are many free scripts that will do all this and more, but you have to decide what it is that you want to do here.
