Sorry for such simple questions, but I want to get this right the first time.
Under “comments:” at http://www.google.com/addurl/, what should I put down? Also, am I looking to write a descriptive sentence OR keywords? If keywords, what character do I use to separate the keywords?

Put in a keyword rich as well as meaningful summary of your site in the comments section.

I heartily agree.
If we look at what happens with a new site organically found
we get a transference of PR from the established site to the new site.
If you submit to Google manually there is no transference of PR. The new site ends up with 0 PR transferred.
