How Do Pay-For SEO Services Work?

I designed my website and I filled in most of the meta tags for each page. I used as many relevant keywords as possible in the actual page content as well. I’m sure there is more to be done but an expert should probably do it.

What do paid SEO service companies do? If I paid someone to improve my search engine placements, how would they do it? Do they need to insert more code into my website? Are there ways to improve my SEO OUTSIDE of the website? What would they do?

I’m ready to pay for SEO but I want to understand what’s involved before I potentially waste money…
