Image resize in browser or in php?

I am currently building a cms inwhich we need two sizes of a particular image i.e. 200px and 500px in width. Is it best to create two seperate images using php or is it best to create one image that is 500px and then simply resize the 200px image in the HTML. To help you, once the site is launched there will be an extremely large number of images associated with the CMS.

Check their width and height and then resize as per your need

This way those will resize at the time of upload and just call those re size picture where you need
