SAFE MODE Restriction in effect

Hi,

I’m having a server problem with my website and I keep getting:

I have NO sessions in my code and this website was working perfectly before the server moves.

I also find that the CSS “breaks” in firefox but is fine in IE (try it yourself).
If you find that it has a white background (it should be blue) and the menu is spaced out down the page, keep pressing Ctrl + F5 until it works.

This CSS break also happens in html:

Does anyone know what is wrong? I asked tech support and they just told me to press F5 to resolve the problem.
