Import data from text files

I want to develop a simple web application that will be able to import data from text files everyday into a database and then will be able to query database to display data on web report when needed.
As I’m newbie in development, can you please tell me what’s the simplest way to achieve this?
Is it possible to do it with Microsoft Visual web developer and sql express database?
