how to bring element to front

is anybody here experience if how to bring element to front, but the element is under another element and its position:relative.

Example:

<ul style=”position:absolute; z-index:99;”>
<li><a href=”#”>to be in front</a></li>
</ul>

<a href=”#”>should be in back</a>

[/INDENT]

this issue is for IE

I use this ul for my dropdown menu.

Please somebody help.

don't forget the "-" otherwise it won't work
