Dynamic Div creation question

so I am using javascript to create dynamic divs in my aspx pages. I have got everything working but what I need to do now that I am not sure how to do is enforce asp user permission to those divs. Basically I have a string inside the div that determines if the div is supposed to be private or public. I have that working now what it needs to do is encapsulate that div within this asp code once it determines it is supposed to be private. I am just now sure how to add tags before and after a dynamic div.? I would appericiate it if someone could point me to the right direction.
