highlight image on mouseover

Anyway you can highlight a image and/or text onmouseover with colors like #3399FF??? and onmouseout obviously goes to no highlight.

Javascript or CSS is fine.. as long as it works on the mainstream browsers..

JS can't change image colours, but you could overlay the image with an opaque div when it's hovered.

Another approach to highlighting one of a group of elements, is not to change its appearance at all: http://scripterlative.com/files/fadearound.htm
