how do I use forms

? ? I want to use a form to get comments on my webpage I found two scripts that that will work. The problem is I do not know the first thing about this. what do I need to setup on my website. I mean the forms have to go to something whan they hit submit. Can I setup another page and call it comments.htm or something and direct them to that. There both JS scripts if that helps.
