Background Image Loads After Text (flashes white)

I have created a web site using a background image with CSS. However, when you navigate from page to page, the screen flashes white, then the text loads and then the background image kind of loads from the top of the screen down.

It all only takes a couple of seconds, but is very distracting as you navigate from page to page.

I would be so thankful if someone can help me figure out how to fix this problem
