How to change highlighted text in textarea?

I’ve been searching around and am having a hard time finding out how to change highlighted text in a textarea. Can someone please give me some terms to search for, or a link to a tutorial?

What I’m looking for is similar to what you see here when you highlight text and click the big B at the top and it turns to (b)(/b) (except with square brackets of course ?).
