Where is better to put script and link tags ?!

hi javascript guys , my website doesnt load javascript and css files ( of course one in ten and not always and its often in computers with low internet speed ) , the problem is that my menus are using some js and css files and the appear as plaintext when these files dont load correctly , i ve tested this on many computers , but i jumped to conclusion that low internet speed has more chance to not loading css n js files , thanks in advance

@criterion9Feb 08.2009 — Is there a specific page you are having trouble with? I guess I'm not fully understanding the problem. Are your scripts not executing/loading? Does it work offline but not online? Maybe post some code or a link so someone can understand what your problem might be....
