What does : and ? mean in Javascript?

hi,
im busy learning javascript and I encountered a line of code that i cannot somehow understand (although it works ?).

I would like to know what “?” means and what “:” means. and an explanation for the line of code below.

var elem = (document.all) ? document.all(elemID) : document.getElementById(elemID);

if (document.all)
var elem = document.all(elemID);
else
var elem = document.getElementById(elemID);
