Anchor with no link and readonly.

Hi,
I want to use anchor tag. But when i click it, there should not be any link over thr and it also should be a readonly which makes user not to click on the link again.

By using style=”text-decoration:none” , we can remove link(underline) for anchor tag but how can we make it readonly. Can anyone pls help me out.
