HTML Langauge Advice

Hi,

I have been creating a website in English for a friend. He is now wanting me to create various language versions.

I will be honest, I am a little clueless, as some of these versions will be in Hungarian and Croatian.

How would I set these up? Previously I have just used the charset set to utf-8 and encoded anything via their entity values. Upon seeing the results from one of the forms some of the results have weird characters in such as the copyright symbol etc.

Basically how do I set up a website for a different language? Do I change the meta language and just directly paste the translated copy in or what?
