How can I create this effect

I’m new to web development, and I wanted to create a similar effect on my website as:
1) [url]http://www.bikeradar.com/[/url]
2) [url]http://www.kwizcom.com/[/url]

In words, how can I create the effect where the focus shifts to next image or link in website 1, or website 2.

  • – Which language (HTML, XML, and JavaScript) can be used to create this effect?
