Scrolling page with a fixed menu

Hello everyone, just trying to get some help regarding javascript. I’m very new to javascript and I’m not exactly sure if what I want to do is possible however here’s an example of what I want to try and do

I don’t want to copy that site but I like the idea of a fixed menu and all I want to do is have the page to scroll behind it sort of like in that site. How would that be achieved using javascript? would jquery.scrollTo.js be able to achieve this.

Would appreciate any help or if someone could point me in the right direction.
