Replacing Text With Non-ASCII Character

I need to replace all of the commas in a string with the cedilla (character 184).

Were I replacing the comma with a semi-colon, then I would include the following code in a subroutine:

var regExp = /,/g;
return Value.replace(regExp, “;”);

However, I am looking to replace the commas with character 184, but am not able to figure out how to represent this character in my code.

Any help would be appreciated.
