Best way to start with single page redesign

OK- I am designing / developing a web program, but I am hiring programmers and such. I need some opinions here. Because of my lack of design skills, I have a fairly ugly but functional page layout for the program. The problem is this- I don’t really know what kind o fdesign I want, but I dont want to pay a huge amount of money to a design group to get one made.

So, from the perspective of web programmers and developers here, is it reasonable to think that I can hire a designer to redesign the look of my site that is familiar with html and web page design who can do a single page, and then I can give that design to my programmers and have them implement it?

I guess I am looking for thoughts and direction from people here on the most efficient way to redesign just the look of a site.

@FangDec 17.2008 — The designer doesn't really need to know any html. Although one that does the layout and css (the template) will have a better insight in design and implementation problems.

A developer can turn the design into a template. The developer and designer's skills can overlap; it just depends on their capabilities.

@jaaaaJan 15.2009 — Like Fang says, the designer does not need to know how to code, but these days most html, css front end designers will be able to design the site for you as well as implement the templates saving you having to 2 hire 2 sets of people
