Need help in designing a site of articles

Hello friends,
I need help to create a website where a user can sign in and submit their articles. Other users can read, rate and comment the articles. Every user can have a profile where they can manage their submitted articles and view ratings, feedbacks and comments. Systematically arranged categories and easy to retrieve information.
Which CMS platform is well suited for this kind of sites?
It would be great if the cms contains the following features like web2.0 with light code, high security, highly customizable, lot of support etc.

How to design, How to start? how much time would it take to launch the site? are some questions in mind. I already own a domain and hosting account.

Take a look at joomla or wordpress , they could do the job , though you might need to add some Mods to do most of the things you would like
