highlight/zoom on an image

Does anyone know where I can get a script to perform this feat?

being able to move the highlighted area and zoom in?
Or something similar?

Thanks alot, Fang -- that looks pretty good actually.

I'm not adverse to making it in Flash -- anyone know where there may be a tutorial for such a thing? Appreciate it!!!!
