IE6 Forms Over Everything

On my webpage, I have a <div> positioned fixed over the top of the webpage, position absolute on the IE browser to emulate position fixed. The positioning in IE6 works perfectly, no glitchy scrolling on the <div>, but I have one problem. The forms on my page position over the “fixed” <div>. When I scroll up, the text box I have lower on the page scrolls up, but not under the <div> like the rest of the page, instead, over it. And this only happens in IE. ?

The <div> has z-index +999 and the rest of the page, also enclosed in a <div> tag, has a z-index: 0, and it still scrolls over the <div> and not under it.

What am I doing wrong, and why does IE always screw things up?
