CSS file causing extremely slow load times

I have been trying to find out why my site has been running slow. I was told that yslow would be a good indicator so I installed this program and make adjustments to many files but it seems that one file is consistently causing my site to run slow.

The file in question is

wp-content/themes/cutline-3-column-split-11/custom.css (404) Expires 1/11/1984 Reponse Time 1365

The 1365 Response Time is out of a whole site response time of 2405 so as you can see this file is is quite slow

The file in question doesnt actually have any information in it either but crashed my site when I took it out.

I am going to include a link below and the response headers from the yslow program so that I have hopefully included all the data needed. I am a writer and have limited design skills so this has me at a loss as to why one file would take up 60% of my load time.

The designer had put the custom.css file in a folder named custom.css at that location. The delay was because the files were looking for the custom.css file, and not a folder, so it was timing out every page load. When I moved the file from the folder to the expected location the page load time went from 14 seconds on average to 2 seconds ?
