Jump menu in JS

Please bear with me, I’m a newbie here.
I want to incorporate ‘sticky’ jump drop-down menus on my web site. I’ve tried a few scripts, but none seems to work correctly in my site.
In essence I don’t want the user to have to scroll through the whole long list of options when making a new selection (usually the next menu item). I’ve used scripts that appear to work correctly on the author’s site, but don’t work on mine.
The ‘menu’ section of my web site is a ‘server side include’, and I’m wondering if this is causing the menu to reload and refresh and thereby revert to the first item every time a selection is made. If am I right in this assumption, can anyone suggest a method of preventing this ‘refresh’?
BTW I’ve tried CSS-based dropdowns, and find that I encounter exactly the same problem.
