Is there some best software to optimise web pages?

I would like to check web page and test LOADING and other optimisation variables. Is there some the best software to do this?

I’m not talking about SEO but optimisation of technical varaibles.

how we know that downloading is optimised from Firebug?

I have tested feature NET. How I know what is the bes possible BUT Optimum?
